Avrupa ve Dışişleri Bakanlığı, Spor Bakanlığı, Paris 2024 Olimpiyat ve Paralimpik Oyunları Organizasyon Komitesi, Ulusal Spor Ajansı (ANS), Erasmus+ Fransa Gençlik ve Spor Ajansı, Fransa Ulusal Olimpiyat ve Spor Komitesi (CNOSF) ve Fransız Paralimpik ve Spor Komitesi (CPSF), sporu sürdürülebilir kalkınma için bir manivela haline getiren tüm büyükşehir ve denizaşırı yerel yönetimlere yönelik iki yılda bir düzenlenen "Spor ve merkezi olmayan işbirliği" proje çağrısı çerçevesinde işbirliği yapıyor.
Bu proje çağrısı, Fransız ve yabancı yerel makamların, sporu bölgelerin sürdürülebilir kalkınması için bir kaldıraç haline getirme ve spora erişim açısından küresel eşitsizliklere karşı mücadeleye katılma konusundaki ortak taahhüdünü desteklemeyi amaçlamaktadır.
Amaçları
Bu proje çağrısının amacı:
- Topluluklar arasındaki uluslararası ortaklıkları ve spor uygulamalarının yerel yaşama entegrasyonunu desteklemek;
- Sporu, Olimpik ve Paralimpik değerler ve SDG'ler ruhuna uygun olarak bölgesel kamu politikalarını uygulamak için bir araç olarak teşvik etmek;
- Paris 2024 Oyunlarının dinamiklerine dünyanın dört bir yanındaki yerel makamların dahil edilmesine katkıda bulunun;
- Spor alanında Fransız bölgesel uzmanlığını teşvik etmek.
Bu proje çağrısı, merkezi olmayan işbirliğinde sporun yerinin güçlendirilmesini başlatmayı amaçlamaktadır.
Müdahale Alanları
Projeler, aşağıdaki müdahale alanlarından birine veya her ikisine birden girmelidir:
- 2030 Gündemi ile uyumlu olarak sporu sürdürülebilir bölgesel kalkınma için bir manivela haline getirin: Bölgelerin ve bölge sakinlerinin karşılaştığı çok sayıda zorlukla (sağlık, iklim, ekonomik, sosyal) karşı karşıya kalan spor, geçişlerin (ekolojik, demokratik, dijital) ve dayanıklılık oluşturma.
- Herkesin spora erişimini geliştirmek için bölgelerin spor kapasitelerini karşılıklı olarak güçlendirin: Yerel makamlar sağlık, eğitim, sosyal içerme ve spor yoluyla barışın teşviki için kamu politikalarının etkinliğini artırabilirlerse, sporu herkes için erişilebilir kılmaya da katkıda bulunmalıdırlar. uygulayıcıların yaşı, cinsiyeti, durumu veya menşe ülkesi ne olursa olsun hepsi.
Süre
Bu yıl, yerel makamlar bir veya iki yıl süren projeler sunabilir:

The Ministry for Europe and Foreign Affairs, the Ministry of Sports, the Paris 2024 Olympic and Paralympic Games Organizing Committee, the National Sport Agency (ANS), the Erasmus+ France Youth and Sport Agency, the French National Olympic and Sports Committee (CNOSF) and the French Paralympic and Sports Committee (CPSF) are cooperating within the framework of the biennial call for projects "Sport and decentralized cooperation" aimed at all metropolitan and overseas local authorities French companies and their foreign partners who make sport a lever for sustainable development.
This call for projects is intended to support the joint commitment of French and foreign local authorities to make sport a lever for the sustainable development of territories and participate in the fight against global inequalities in terms of access to sport.
Aims
This call for projects aims to:
- Support international partnerships between communities and the integration of sports practices into local life;
- Promote sport as a tool for implementing territorial public policies, in the spirit of the Olympic and Paralympic values and the SDGs;
- Contribute to involving local authorities around the world in the dynamics of the Paris 2024 Games;
- Promoting French territorial expertise in the field of sport.
This call for projects aims to initiate the strengthening of the place of sport in decentralized cooperation.
Fields of Intervention
Projects must fall within one or both of the following fields of intervention:
- Make sport a lever for sustainable regional development, in line with the 2030 Agenda: Faced with the multiple challenges faced by territories and their inhabitants (health, climate, economic, social), sport is a means of supporting the implementation of transitions (ecological, democratic, digital) and building resilience.
- Mutually reinforce the sports capacities of the territories to develop access to sport for all: If local authorities can improve the effectiveness of their public policies for health, education, social inclusion, promotion of peace through sport, they must also contribute to making sport accessible to all, regardless of the age, sex, condition or country of origin of practitioners.
Duration
This year, local authorities can submit projects lasting one or two years:

Before August 31, 2023, for one-year projects;

Before August 31, 2024 for projects between one and two years.
Eligibility Criteria
All countries and territories are eligible for this call for projects.
